The modern day Protector much have a myriad of skills that will lead them on the path to becoming a capable citizen. Tier one is an analogy for becoming the best of the best at something. If we apply this analogy to a self protection trainee then they would need to become Combatively effective both unarmed and with an array of weapons. In addition to this you should learn TCCC emergency 'street' medical skills, offensive/defensive driving, bushcraft, urban survival skills, unlawful counter custody skills among other things.
