This is a very rare type of army uniform, a staff officer's version for a Lieutenant Colonel.
It appears the top part of the sleeve insignia has been removed (traces remain), possibly after the war, or due to some circumstances before being promoted to Colonel.
Whether to restore it to a Lieutenant Colonel by reattaching the sleeve insignia, repair it to a Colonel's rank, or leave it as is, is up to the individual, so I am offering it in its current condition.
