This is a fun fabulous coat! Apparently an old label that Express put out, it is soft plush, like a cotton jersey fabric, medium weight. with Lining. Small/Medium - 36" long, 17" across chest, and 15" across shoulders and waist. It has some cool embellishments, sequins and stitching. A few buttons are missing, but one extra is included,, plus a few extra that are only decorative so they could be rearranged for use in the button holes. It has loops for a belt, which is missing, though any belt will work, or you can simply remove the loops, as the coat is cinched in the middle.
