Good vintage condition, when held up to the light, it looks like there’s a couple of light surface scratches, nothing too noticeable. However, there does appear to be either mold or some sort of fungus inside which is typical for old lenses that are not weather sealed
I have no knowledge of (Never used this lens), so I will detail only what I know. Untested
This is a vintage manual focus lens with a screw mount.
It was designed specifically for the Argus C-3 cameras.
Soligor was a major distributor of third-party lenses manufactured by various Japanese makers. Soligor was originally the trademark for the American Allied Impex Corporation, used from 1956 for importing lenses and cameras from Japan.
